First and foremost…be sure the building/site you are looking to do this is “Zoned” for this type of business.
The Business License Office, in the town / county that you plan to open this will be able to guide you through permits, etc.
Contracts are necessary for this…as you are relying on people to perform, and meet the dates you advertise for them.
Are you going to pay them a lump sum of money, and recoup your investment in them by selling the tickets, or are you going to lease the facility to them, and have them do their own promotion, and ticket sales?
Sound systems are determined by the size of you facility, and how many channels you wish to run…… you really need to visit a “Professional Sound Equipment Facility”, and give them your specs., and let them design and instal a system for you.
